Meet the Executive vice president & Provost
As Executive Vice President, Dr. Osgood serves as the chief operating officer of the institution and has primary responsibility in assisting the President in achieving the mission of the institution, which is student success. In this role, he provides strategic leadership for the institution and oversees the university's budget, the labor relations function of the institution, and the information services and technology unit. In addition, Dr. Osgood serves as the university's Provost by providing strategic leadership for the division of Academic Affairs, which includes the College of Arts & Humanities, College of Business & Public Management, College of Education and Social Work, College of Health Sciences, School of Music, College of the Sciences and Mathematics, University College, and University Libraries. As Chief Academic Officer, he provides leadership for the university's more than 200 academic programs, nearly 1,000 faculty, and more than 17,000 students, 2,960 of whom are graduate students.
Dr. Osgood's areas of expertise include local economic development and program evaluation. He previously worked for the Center for Local Governments at Western Kentucky University and co-founded the Center for Social & Economic Policy Research at West Chester University of Pennsylvania. In his time with the Center for Local Governments, Dr. Osgood worked on projects ranging from wage and benefit studies to pay classification analyses. As Director of the Center for Social & Economic Policy, Dr. Osgood conducted various studies ranging from health needs analyses to program evaluations for both public and private organizations, as well as nonprofit foundations.
He holds a Doctorate in Urban and Public Affairs and a Master of Public Administration. Dr. Osgood served as Chair of the University's Curriculum and Academic Policies Council and as Faculty Associate for the Provost and Vice President for Academic Affairs. Additionally, he served a term as Vice President of the WCU Chapter of the Association of Pennsylvania College and University Faculty. In addition to his duties, Dr. Osgood teaches courses in the Public Administration program.
